As the local licensing authority, the Council is legally required to publish a statement of licensing policy every five years, outlining how it meets its responsibilities under the Licensing Act 2003.
The approach focuses on four key objectives:
• Prevention of crime and disorder
• Public safety
• Prevention of public nuisanc
• Protection of children from harm
Following an eight-week consultation with members of the public, businesses and organisations last year, Councillors approved the updated Statement of Licensing Policy at a meeting of full Council in March.
The new policy came into effect on May 1, with key changes including:
• Drink and needle spiking
• Violence against women and girls
• Counter terrorism
• Public Space Protection Orders, including problems associated with street drinkers
• The role of the Council’s Public Health team and its influence on licensing decisions
• Strengthening guidance in relation to child sexual exploitation and alcohol delivery services
Last year’s consultation also led to refreshed Cumulative Impact Assessments (CIA) which allow the Council to limit the number or types of licences in order to reduce both the availability of alcohol and alcohol-related crime and disorder.
Following this latest review the town’s Park End & Beckfield, Brambles & Thorntree and Berwick Hills & Pallister wards are now covered by the Off-Licence Cumulative Impact Policy.

“Their concerns and priorities will help to ensure we have a policy that meets their needs and expectations, and one that will stand the town in good stead for the next five years and beyond.”
